• A lottery is an automated system designed to systematically select from a pool of potential applicants. The system randomizes their order in the applicant pool after applying their preference selection (live or work in Windsor).

• This allows Loveland Housing Authority to select applicants with the same priority from the applicant pool in a random order rather than using the dates and times of submission. This helps us ensure that the selection practices comply with all applicable fair housing and civil rights requirements by ensuring an equal opportunity for similarly eligible applicants to be selected.
