Loveland Housing Authority Announces HOTMA Implementation for Voucher Program

The Loveland Housing Authority (LHA) is pleased to announce the upcoming implementation of key provisions from the Housing Opportunity Through Modernization Act (HOTMA) for its Housing Voucher Program, with an effective date of June 16, 2025. This federal mandate from the U.S. Department of Housing and Urban Development (HUD) is designed to modernize and simplify income and asset calculations for assisted households.

LHA is diligently working to incorporate these new regulations, as detailed in PIH 2024-38, “Housing Opportunity Through Modernization Act (HOTMA) Sections 102 and 104: Updated Guidance to Public Housing Agencies (PHAs) on Compliance.” This notice1 provides critical information for understanding the updated policies, and you can access the full document here: https://www.hud.gov/sites/dfiles/OCHCO/documents/2024-38pihn.pdf

Current areas of the program that will be directly affected by this initial phase of HOTMA implementation include:

  • Safe Harbor Income Determination: This will allow for streamlined income verification in certain circumstances, relying on determinations from other means-tested federal assistance programs.
  • Definition of Income Inclusions and Exclusions: There are updated guidelines on what types of income are counted and what are excluded when determining a household’s annual income.
  • De Minimis Errors: New rules address minor discrepancies in income calculations, providing clarity on when a full recalculation is not required.

LHA is committed to a smooth transition and will be providing additional information, resources, and direct outreach to all affected voucher program participants. We encourage you to familiarize yourself with the information from HUD and to contact your LHA housing specialist with any questions.
